Abstract

Bukit Doa is a tourism destination located in Tomohon, North Sulawesi, which is well-known for its religious attributes and natural beauty. As the number of tourism destinations in Tomohon increases, Bukit Doa faces stiff competition to attract more visitors. This is exacerbated by the spread of the COVID-19 pandemic. To anticipate the decreasing number of visitors, a strategy should be developed by taking into account the economic, sociocultural, and environmental aspects. This research aims to recommend a development strategy based on the sustainable tourism concept. Prior to the strategy development stage, the role of local government, the current strategy implemented by the management, and the perception of visitors are established. Then, the SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis is used in order to develop the strategy matrix, which determines a set of development strategy that can be useful for Bukit Doa.
